Vicente Lim- National Capital Region Police Office, Police Regional
Office 4A and Regional Office 3 top officials convened today for the Joint
Technical Working (TWG) Group Meeting on Strategic Initiatives against
Motorcycle Riding Suspects (MRS) held at Multi Purpose Center, Camp BGen
Vicente P Lim, Calamba City.
Considering the geographical proximity of the
3 regions and the prevalence of the MRS in their area, the meeting aimed to seek
the need for more vigorous strategies on the operability, coordination, and
initiative against Motorcycle Riding Suspect.
The Chief, Regional Operations Division of
the 3 regional offices presented their strategic initiatives and best practices
against MRS. PRO 3 and PRO4A both has their sticker system strategy which they
are currently implementing through their Oplan Clean Riders Alpha and Oplan
Checkmate respectively.
A Unified Sticker System for the motorcycles was
proposed wherein all 3 regions will have its color coding system to easily
identify the issuing unit of the sticker based on its color.
“In spite of our efforts in formulating
strategies to curb incidents perpetrated by these Motorcycle Riding Suspects,
we still have to come up with a short and long term recommendations to fully
address this problem. We will remove them slowly from the streets,” PRO3
Regional Director PCSUPT Amador V Corpus said.
National Capital Region’s Best practice
includes the installation of CCTV’s on streets in coordination with their Local
Government Units and requiring business establishment to do the same. “While
our efforts require the ‘whole of the government approach’, let us all take
advantage of the use of modern technology such as CCTVs and the GPS,” Quezon
City District Director PCSUPT Guillermo Lorenzo T Eleazar said.
In PRO4A, there was a decrease in 2017 on the
Riding-in-Tandem incidents by 4.48% as compared to year 2016.
“We are not being complacent by the decrease
of our records in PRO4A, that is why we are intensifying our police operations
and come-up with programs to address this incidents,” RD Aplasca said.
The officers further encourage the support of
the riding community making it a point that they have to be organized and
educated to convert them to become force multipliers.
Representatives from LTO and DPWH are also
encouraged to join another series of meeting to be conducted at PRO3 and NCRPO
respectively after which the TWG will present the final Joint OPLAN to the PNP
