- The Department of Environment and Natural Resources CALABARZON Region entered
into a Memorandum of Partnership Agreement (MOPA) with the Local Government
Unit of Dolores, Quezon for the implementation of the Rapid Land Tenurial
Appraisal (RLTA) in the said municipality on July 22, 2022.
RLTA
is a process to obtain a clear picture of the land tenure situation on the
ground before land titling operations are entered into the area, as defined by
the Land Management Bureau (LMB) Technical Bulletin No. 1 series of 2018.
Engr.
Olivia G. Bejo, Chief of Licenses, Patents and Deeds Division of DENR
CALABARZON shared that based on an assessment conducted in 2018, approximately
2 million parcels of Alienable and Disposable (A&D) lands in the country were mostly untitled.
“Gumawa ng paraan ang ating
pamahalaansapamamagitan ng LMB kung paanomailalapit ang programanapagpapatitulo
ng lupasapubliko. Noong 2011 nagkaroon ng Department Administrative Order upang
makapag-tie up samga LGUs”
Engr. Bejo said.
Moreover,
DENR CALABARZON Nilo B. Tamoria stated that “kasabay
ng pagpapalit ng administrasyon, kahapon (July 21, 2022) lamang po ay
nag-assume nasapwestoang bagongkalihim ng DENR nasi Sec. Ma. Antonia ‘Toni”
Yulo-Loyzaga. Isa samganilahadniyangmgaprayoridadsaamin ay ang papel ng DENR sa
‘accounting of our natural resources.”
“Ang RLTA ay bahagi ng accounting of
natural resources dahilsinusukat natin kung ilan pa ang maaari pang
matituluhan” RED Tamoria added.
Aside
from the benefits of the RLTA, Tamoria emphasized that through the partnership,
the LGU will be capacitated in terms of land governance, and effectively manage
the land resources within their area of jurisdiction.

Isa po itongmalakingkabawasansasakit ng ulo ng mayor. Mayroongmgalumalapitsa
akin na may mgaproblemanawalangtitulo ang kanilang lupa at marami po ang
naghahabol”
said Mayor Orlan A. Calayag of Dolores, Quezon.
Mayor
Calayag highlighted the importance of the RLTA program that resolves conflicts
over land claims.
The
Provincial ENR Officer Ronilo L. Salac of Quezon, Community ENR Officer Cyril
Coliflores of Tayabas, and selected staff from CENRO Tayabas, Municipal
Planning Development Officer NoridaVillaruel, and Municipal Assessor Guian
Carlo Bundalian were also present during the ceremonial signing of the
MOPA.####
