MANILA, Philippines — The Japanese Chamber of Commerce and Industry of the Philippines, Inc. (JCCIPI) and the Anti-Red Tape Authority (ARTA) formally signed a Memorandum of Understanding (MOU) on August 5, 2026, strengthening public-private sector collaboration in advancing regulatory reforms, reducing red tape, and promoting a more business-friendly environment for Japanese enterprises operating in the Philippines.
The partnership designates JCCIPI as an “ARTA Champion,” reinforcing its role as a partner institution in supporting the implementation of Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
The MOU was signed by ARTA Secretary and Director General Ernesto V. Perez and JCCIPI President SHIMODA Shigeru. Ambassador of Japan to the Philippines H.E. ENDO Kazuya also delivered remarks during the signing ceremony.
Under the partnership, JCCIPI will assist ARTA in promoting awareness of government reforms, strengthening business-sector engagement, participating in public consultations, and facilitating the reporting of red tape concerns affecting the business community.
ARTA, meanwhile, will provide training, orientations, and information materials to JCCIPI and its members. The agency will also ensure that complaints involving violations of R.A. No. 11032 are acted upon promptly and efficiently.
The collaboration highlights the shared commitment of the Philippine government and the Japanese business community to improving regulatory processes, enhancing government service delivery, and creating a more transparent, efficient, and investment-friendly business environment.
